Which EUDI Wallets exist in the EU Member States?

In short

Every Member State must provide at least one EUDI Wallet by 24 December 2026 (calculated). As of 12 October 2026, we found no certified wallet. Seven countries run an ID app that is officially set to become the EUDI Wallet (CY, DK, EL, FR, IT, PL, SK), one is testing publicly (IE), four have confirmed upgrades of existing apps, fourteen have announced a wallet and one remains unclear.

Every EU Member State must provide at least one EUDI Wallet by 24 December 2026 (Art. 5a(1) eIDAS: 24 months after the entry into force of the implementing acts; date calculated). As of 12 October 2026, as far as we found, no Member State has a certified EUDI Wallet: we found no published Commission list of certified wallets and no official statement of certification unverified.

Member States are taking two routes. Many are upgrading an existing ID or government app, such as Italy (IT-Wallet in the IO app), France (France Identité) or Poland (mObywatel). Others are building a new app, such as Ireland’s Government Digital Wallet or Germany’s d-you, which the German digital ministry has announced for 2 January 2027.

The table of all 27 Member States is at the end of this page. Filters and the status history are in the EUDI Index.

For 25 of the 27 countries, at least one official source backs the entry. For Hungary and Lithuania we still rely partly on secondary sources, and these entries are marked as unverified. One example: Hungary’s Digital State Act provides for a national EUDI Wallet whose provider the government designates by decree – which app it will be is not yet officially settled (as of 12 October 2026).

A few officially documented examples:

  • Italy: the documents in the IO app have been open to everyone since 4 December 2024; the ministry calls the IT-Wallet system Italy’s path towards the EUDI Wallet (Department for Digital Transformation).
  • Denmark: AltID has been available since 3 June 2026 with a digital ID and age proof; the agency is expanding it in stages as Denmark’s wallet under the EU obligation (Danish Agency for Digital Government).
  • Ireland: the Government Digital Wallet has been in a public testing phase with sign-up since April 2026 (Irish Government).
  • Germany: d-you is announced for 2 January 2027. Officially there is a sandbox for businesses and an administrative pilot, but no testing with citizens yet; a “closed beta” is planned according to the official FAQ. We therefore classify it as announced.

How we classify

Our categories follow fixed rules, set on 12 October 2026:

  • Certified: the wallet is certified as an EUDI Wallet and on the Commission’s list.
  • Precursor live: an existing app with digital ID documents is in operation, and an official source says explicitly that it will become the EUDI Wallet.
  • Pilot: the national wallet is being tested with real citizens, or a public test version exists. Taking part in EU large-scale pilots (such as POTENTIAL, EWC, WE BUILD or APTITUDE) or offering a sandbox for businesses does not count.
  • Upgrade confirmed: an official source confirms that an existing app will become the EUDI Wallet, but the app does not yet offer ID documents.
  • Announced: the country has announced a wallet, but none of the above applies yet.
  • Unclear: there is no official confirmation of whether, or with which app, the country will launch.

An entry counts as verified only when at least one official source supports it. Every status change is recorded with date, note and source; old entries remain in the history. We apply changes to the index when our review rules are met: an official source is reachable and contains the statement, the classification rules are applied, and the history entry is dated. If official sources contradict each other, the previous status stays.

What this means for businesses

  • One integration, many wallets: all wallets are meant to use the same technical standards. A registered relying party should be able to serve users of wallets from every Member State.
  • Register in your own country: relying parties register in the Member State where they are established (Art. 5b(1) eIDAS), not in every country whose citizens they serve. Details: How does a business register as a relying party?
  • Plan for delays: if a country launches late, its citizens will start using the wallet late. The mandatory acceptance for private relying parties in regulated sectors still applies from 24 December 2027 at the latest (Art. 5f(2) eIDAS, calculated), with an exemption for micro and small enterprises.

Why the routes differ

Countries with a widely used government app have a head start: Poland, Italy or France can extend an app that already has millions of users instead of winning users from scratch. Countries such as Germany or the Netherlands are launching new apps that still have to build trust and reach. For businesses, the app name matters less than whether all wallets support the same interfaces and credential formats.

What happens next

From 24 December 2026, every Member State must publish its register of relying parties through a public API (Implementing Regulation (EU) 2025/848, Art. 3 and 11). Eudigo will collect these registers daily and extend the EUDI Index with data on who uses the wallet, in which country and for what purpose.

FAQ

Are there any certified EUDI Wallets yet?

Not as far as we found (as of 12 October 2026): we found no published Commission list of certified wallets and no official statement that a national wallet has been certified (unverified). Several countries run national ID apps that are being upgraded.

Can I use another country's wallet?

For identification, the wallet of your own Member State is what counts, because only it holds your identity data. According to the official German FAQ, other EU citizens can use the German wallet for other credentials, but not as proof of identity.

Do businesses need a separate integration for each country's wallet?

No. All wallets are meant to follow the same technical standards. A relying party registers once, in its Member State of establishment, and should be able to serve users of wallets from any Member State.
